South Ribble Borough Council has submitted plans for the refurbishment, extension and alteration of Leyland Market along with a new public square, car park and service yard.

The application site is located within Leyland Town Centre and is one of the six key plans to deliver Leyland’s £38m town deal scheme.

Leyland Market building is located to the north of Hough Lane.

The application proposes new stalls frontages onto the Market Square (north elevation) and a new entrance.

The existing market building is brick built with an M shaped roof, with main entrance door to the western side of the building, with windows to the other sides.

In terms of design, the new entrance and store front would be contemporary, with metal cladding and glazed frontage.

The roof would be replaced with a metal composite, which also includes zinc clad rooflights to the northern slopes of the roofs.

The existing openings to the western side would also be changed, increasing the amount of glazing, with metal composite panel cladding entrance.

The internals of the building would be divided into several different uses and different sizes, with toilets, staff area and plant storage. The proposed extension would provide an additional 79 metres squared extension to the existing market.

The planning report said: “This proposal combined with the other application would result in the creation of public open space to the west and north of the market building, opening the area to pedestrians and further restricting vehicles to the area.

“The wider redevelopment of the area results in views from Hough Lane and Quin Street allowing the market building to be more visible within the centre and more accessible.

“This would result in a public benefit and greater footfall to the market building.”

“The public realm improvements, the design and scale of the proposed extension would enhance the area and maintain the vitality and viability of the secondary retail frontage.”
