Galiford Try bought the 4.2 acre site from the Homes and Communities Agency during April.
Plans outline how the development would be known as The Maltings and homes would be built by summer 2018 if plans are approved by South Ribble Borough Council.
Development director at Galiford Try Darren Leary said: “We’re delighted to have been selected as the development partner for The Maltings and we look forward working with South Ribble Council to bring the towns first starter home development to life.
“The excellent transport links and proximity to Preston town centre, coupled with the high-quality design will make these new homes an attractive offering for both families and young professionals, as well as first time buyers take their initial step on to the property ladder.”
