Preston City Council has released a detailed report on the Government’s Homes for Ukrainian Scheme and the funding allocated to each individual.

The report asks for approval to accept £90,000 into the Council’s Homelessness Budget to allow the Housing Advice Team funding to give any assistance required by guests should the sponsorship break down.

There will be future funding in this financial year, but the amount is unknown as it is dependent upon when new guests arrive. Cabinet are being asked to delegate to the Cabinet Member for Resources future funded budget increases and to note how the scheme is being funded.

On a meeting held on Wednesday 17 August to discuss the report the Cabinet agreed to a funded budget increase of £67,500 for Asylum Seekers Dispersal financed from a contribution from the Home Office; and agreed that the Cabinet Member for Resources approves any future funded budget increases in relation to the £3,500 grant per new bed space during 2022/23. 

The decision is recommended to increase the support to the Council’s services to carry out their statutory duties with regard to the Asylum Seeker Dispersal Scheme.

The report went into further details of how the Homes for Ukrainian Scheme will be undertaken, should the sponsorship breakdown putting Ukrainians at a risk of homelessness.

Preston has welcomed 36 guests which means for the first quarter of this financial year LCC will be paying the Council £90,000. LCC will reimburse the Council £2,500 per guest for Housing or Homelessness costs.

LCC will also be using the Community Integration funding of £1,000 per guest to run a grants application scheme on behalf of PCC for Voluntary Community Faith and Social Enterprise to deliver projects to assist in welcoming these guests into our communities.

The Council will also be issuing £350 ‘Thank You’ Payments. A system has been developed to enable these payments to be paid monthly in arrears. LCC will reimburse this funding on a quarterly basis.

LCC will reimburse these funds separately from the £2,500 payments. These will be reported to the Cabinet Member Resources to agree future funded budget increases.
