Emergency services had closed the Ringway at Stanley Street in Preston city centre.
Opposite the Queen Street retail park a three-car collision has seen attendance from Lancashire Police, Lancashire Fire and Rescue Service and the North West Ambulance Service.
The crash around 1pm has shut the road in both directions.
An elderly woman was seen being cut free from one of the cars and placed on a stretcher.
A spokesman for the fire service said: “Two fire engines were called.
“They used cutting equipment to release a person who was trapped in one of the vehicles.
“We are now leaving the scene.”
Two people were taken to Royal Preston Hospital following the crash.
A spokeswoman for the ambulance service said: “One was a female who was trapped and had a back injury and one other patient had a neck injury.”
Preston Bus said a number of services on city centre routes were being affected by the crash.
The road reopened around 2.45pm on Tuesday (24 April).
