More than 7,000 households living close to Moor Park are being urged to apply for a parking permit during the BBC Radio 2 In The Park festival.
Preston City Council is bringing in a residents parking zone in a swathe of roads in Plungington, Deepdale and Fulwood which border the festival site with 7,500 properties within the zone.
The zone will see parking officers patrolling the streets and handing out fixed penalty notices to anyone who is parked without a residents permit.

Applying for a permit is free and the city council say 3,000 have been issued so far – this leaves 4,500 households potentially at risk of a penalty notice for parking outside their own house.
The residents parking zone is in force from 8am to 12midnight on Saturday 7 September and Sunday 8 September.
A spokesperson for the city council said: “The scheme is in place to mitigate one of the key points of potential disruption for local residents during large scale events, none residents using the area for parking when visiting the event.
“With over 60,000 visitors attend the event over the weekend there is a risk for significant disruption to local residents without such a scheme in place.
“A number of different transport options have been offered to ticket holders to dissuade people to from parking within these areas including parking elsewhere in the city and shuttle buses from the city centre.”

But a number of residents living nearby say the first they heard of the residents parking zone was in the We Are Fulwood Facebook group.
Shane Longton said: “The biggest issue is that hundreds of people Living in the areas that are required to apply for permits have not received one of the supposed 7,500 letters sent out, and are only finding out via this group with people who have been helpful enough to post about it.
“There are people in these areas who require carers that unless they’re aware will get parking tickets that the event organisers have stated in an email to myself this morning will have rescinded after the fact, but this is not at all acceptable, Preston City Council have failed to ensure that this was communicated appropriately, there has been nothing posted about this on any of PCC social media’s sites.
“We are all for these great music events bringing cash into Preston and for local businesses, but better communication was/is required.”
Other residents have told Blog Preston the system worked well, with their applications being processed quickly in the online system and they were able to print their permit off within 15-20 minutes.

Name, address including post code, email address, phone number, vehicle registration number and a proof of address such as a utility bill or driving licence.
Applications can be made online via the Parkthecarhere website but also at the Town Hall in Lancaster Road.
Applications can be made up until and throughout the festival weekend but the city council is urging households to register as soon as possible.
Only two cars can be registered per household.
Anyone who has carers visiting is asked to email bbcr2inthepark@preston.gov.uk and the city council will issue a permit to the carer.
Anyone who needs help with their application or help with printing off a permit can visit the Harris Library which is temporarily within the Guild Hall Arcade in Lancaster Road.
