A former children’s orphanage is to see new flats and houses built on part of its site in Fulwood.
Harris Park Orphanage, which was opened in 1888, was given planning approval in November 2022 but has since been stuck in a legal wrangle over the contribution by developers to Preston City Council – known as a Section 106 agreement.
This was settled on 26 March and the Harris Park plans are now due to move forward.

The chapel, school and master’s house in the grounds are to be three residential townhouses, as a first-floor mezzanine is put into the chapel.
Nine residential apartments are to be put in the former Clayton Hall and nine further buildings across the Harris Park site are to become residential properties following refurbishment.
14 new executive homes are being built on former playing fields to the west of the orphanage.
Eden Grove Investment Properties Ltd and planning and development consultancy Lichfields say the Harris Park scheme is set to see work get underway later this year.
A city council spokesperson told Blog Preston: “The section 106 agreement secures a viability review mechanism, so that the financial viability is reviewed again at a later date.”

Previous schemes saw campaigns launched by residents nearby to halt building on the land.
The scaled-back scheme was given approved by the city council’s planning committee in November 2022 despite more than 300 letters of objection from nearby residents.
