Ribbleton’s religious and education centre called-in for planning decision

Proposals for a new education and religious centre in Ribbleton look set for approval – despite objections from a local councillor.

Faizane Arafat Educational Centre are applying to convert a former tanning salon and flat at 180 Ribbleton Avenue into the new centre which is next-door to an entrance to Preston Cemetery.

The plans were called-in by Ribbleton councillor Jonathan Saksena to be decided by the city’s planning committee rather than going straight to a decision by planning officers.

In his objections Cllr Saksena says the area is ‘denseley populated’ and activity from 5am would be ‘unacceptable’.

He also outlines challenges with car parking and claims that work has already taken place before planning permission is granted.

The education centre would revamp the building to include an entrance hall, prayer room and two washrooms.

An open plan area would be on the first floor with an office and kitchen.

The education centre enjoys considerable support with 99 letters of support sent in to the city council to say it would ‘satisfy demand for a community facility and place of worship’.

Ten letters of objection were received with similar grounds to Cllr Saksena.

Planning officers have recommended the scheme for approval but with conditions on limiting the ground floor prayer hall to 25 people at one time and the first-floor Madrassa being limited to 48 people.

The hours of use would also be restricted to 7am to 11pm Monday to Sunday. No microphone or amplification system may be used at any time.

The applicants will also need to install a dropped kerb in front of the site.

Councillors are due to hear the plans for 180 Ribbleton Avenue on Thursday (7 September).
