Plans have been submitted for a new sports facility to transform Phoenix Park on Preston Docks, as part of the wider masterplan.
Trax Motor Sport is in the second phase of plans after gaining approval for the main building, Pioneer Tec School.
The new facility would comprise a 12 metre Dry Ski Slope and a three Hectare Water Sports Lake to accommodate activities such as cable water-skiing, windsurfing, kayaking and canoeing, and uphill/downhill mountain biking.
The proposals also include 13 self-catering lodges around the lake in a natural open setting, to provide an accommodation base for those utilising the on-site facilities, including those enrolled at Phoenix Tec Academy.

The application site occupies an area of 10.637 hectares and is situated west of Preston Marina, accessed off Wallend Road via Riversway.
The proposal would include 98 dedicated car parking spaces including disabled and staff spaces.
The design and access statement prepared by agents De Pol Associates gives an insight into the applicant Eddie Sloane’s work history and his research with the Council to create a sustainable leisure centre:

“Trax Motorsport Ltd, formed by Mr. Eddie Sloane in 2000, is a company based on helping the Local Authority and Police Force manage and control antisocial behaviour, and the illegal riding of motorcycles on public land and spaces.
“It created a successful and safely managed site for motorsport, located on land formerly known as Preston Dockland, for young people and enthusiasts to ride off-road motorcycles.
“The developer is keen to include renewable solar and wind generation technologies within the design of the proposed development, as well as making provision for further installations across the site in general, and discussion/research has been undertaken with Preston City Council in respect of some proposed wind turbines, but final details are yet to be finalised.

“This phase of the development will however incorporate large banks of photo-voltaic collectors on the embankments of the ski slope facility, designed and installed by specialist contractors.”
Further proposed activities and facilities for the sports site are: 4G football pitch, skate park, off road motorcycling, with Electric Bikes, cycling and walking routes, high ropes course, and a large wave pool for surfing activities,
