Plans for 51 new homes in Broughton are set to be refused

Plans to build 51 new homes in Broughton are due to be rejected at Preston City Council’s planning committee.

The reason for the refusal is because the proposed development in Garstang Road is located in the open countryside.

A report submitted by the Director of Development and Housing states: “The proposed development would be contrary to the hierarchy of locations for focussing growth and investment at urban, brownfield and allocated sites, within key service centres and other defined places

“It fails to accord with the management of growth and investment set out in Policy 1 of the Central Lancashire Core Strategy.

“Furthermore, the proposed development is not the type of development deemed permissible in the open countryside under Policy RES1 of the Broughton Neighbourhood Development Plan or Policy EN1 of the Preston Local Plan 2012-2026, hence the loss of open countryside for the development proposed is contrary to that policy.”

Objections have been received from Ben Wallace MP and Broughton Parish Council.

The local authority said there was no community involvement in the decision making and if plans are approved it would have an impact on nearby listed buildings, namely Bank Hall and the War Memorial.

County Education request a financial contribution towards 19 primary school places and eight secondary school places as a requirement. Concerns about the development were also raised through six letters of objection.

The application (06/2023/0030) will be discussed at Planning Committee on Thursday 30 March. The report recommending refusal can be viewed on the Preston City Council website.
