Religious education centre plans lodged in Ribbleton

Plans have been submitted for a new religious educational centre in Ribbleton where after-school classes will take place for the local Muslim community.

The proposed building is situated on 180 Ribbleton Avenue, and is currently a mixed-use development with an ice cream parlour on the ground floor and flats to the rear of the ground floor and on the upper floors.

The planning proposal seeks for the change of use from mixed-use development to (F1) Learning and non-residential institutions including religious and educational activities.

The proposal also includes a first-floor rear extension to provide a secondary staircase and ancillary works for new classrooms and changes to the elevations.

The main activities of the centre will be for children’s after-school classes with religious activities.

The proposal aims to provide a high-quality teaching environment that respects the character of the existing building.

The design approach is to minimise the impact on the existing building, this will help to retain the character of the existing building and the street scene.

With the exception of the rear first-floor extension, as most of the proposed alterations related to the internal layout including the removal of internal walls to form larger spaces.

In terms of property accesibillity, disabled access will be gained via the rear entrance, which will be provided with a disabled access compliant threshold via a DDA ramp, and the door purposely made wider to allow access to wheelchair users.

The entire ground floor will be level access with a DDA-compliant public toilet.

As there is no lift access to the other floors, provisions will be made to accommodate wheelchair users on the ground floor. Alternatively, building management will be available to assist any disabled persons if access to other floors is required.

A total of eight parking spaces will be provided including two to the front the six to the rear.

All visitors will be encouraged to use sustainable means of transport whether that be by foot, public transport or by bicycle.

A large secure bike store will be provided to the rear for a total of 12 bicycles to assist and encourage cycle use.

On behalf of the applicant, agents Create It Studio Architects, said: “The proposal to convert this existing mixed-use building into an educational and religious centre will provide a much-needed religious centre in the area for the local Muslim Community.”

“Considering the community benefits this building will provide along with the retention of the building character we conclude that the proposal should be seen favourably and supported by the local planning authority for an approval decision.”
