Plans have been lodged to change the use of a newsagent to a bar in Fulwood.

The ground floor of the existing site at 3 Broadway is occupied as a newsagent. The property is single storey consisting of a dual pitched slate roof and a glazed shop front.

The proposed works will involve Change of use from Newsagents Use Class E to Public Bar Use Class A4 (Drinking Establishment) and replacement of the existing side roof with pitched roof, alterations to front elevation and single storey side extension.

The proposed works are required to upgrade and refurbish existing retail unit to form a new licensed micro-bar with a maximum capacity of 61 people.

Minor internal alterations include the erection of non-loadbearing stud walls to form fully accessible Part M compliant (unisex) Water Closet and a single Water Closet facility, as well as cellar and storage areas required to stock and service the bespoke fitted bar.

In terms of appearance the side gable wall will be in keeping with the other houses in the surrounding area, which are of brick construction and roof will be slates match to existing. The new shop front will be powder coated aluminum.

The existing number of onsite car parking spaces is three, after the proposed development there will be two parking spaces.

The proposed plans would create work for two full-time employees.

The owners would look to open between the hours of 12pm to 11pm Monday to Saturday and 12pm to 10pm on a Sunday and Bank Holidays to respect and appease any local concerns relating to potential noise disturbance.

Management will also ensure that bar waste (empty bottles, etc.) will be disposed of to external bin store during daytime via the internal storeroom.

The design and access statement by A & T Architectural Design LTD, said: “The development would be a positive attraction to the area and would increase its popularity. We believe the development would also raise the market value of the locality.

“The proposals will not affect the character and appearance of the area. It is our intention to provide a scheme, which will enhance the environment, provide a good benefit to the community.

“We share the Council’s views in uplifting the area and encouragement given to support such developments and we hope the planning committee and the residents would share the same views.”

The crime impact statement and noise assessment said: “The public bar will aim to provide an ambient and respectful atmosphere, away from mainstream drinking trends – to attract a more refined clientele. The bar will offer residents an alternative environment to the traditional pub atmosphere by excluding pool tables, dart boards, duke boxes/ music and TVs.

“This will promote a low-key conversational atmosphere. The emphasis is on bringing local people together in a premium environment for great conversation, not on traditional pub entertainment/ drinking culture.”
