Two vacant council units in Avenham are set to be let to a charitable organisation that will deliver humanitarian aid to the people of Ukraine.

A report approved by the Leader of Preston City Council, Councillor Matthew Brown, proposed the short-term letting of Units 15 and 17 Oakham Court to CWU Humanitarian Aid.

The Council’s land disposal rules will be waived due to the special circumstances, and the organisation will be able to use the properties for six months on a rent-free Licence to Occupy.

The Planning Department had intended to use the units to store archive files but it has now been confirmed they are no longer required for this purpose.

By renting the units for free, the Council is forgoing any income that could be generated from a letting on the open market, estimated to be around £11,000 per annum.

However with the units being occupied by the charity on a short-term basis, the Council won’t be liable to pay business rates and utilities.

The property will be marketed so that it can be re-let once vacated by the charity.
