The plans put through on the council website suggest the new pop up, designed to help put money back into arts and culture in the area, will be in use for 12 months.
The space will be used to host live gatherings, bringing the community back to arts and entertainment events including theatre, cinema and performance.

The Chair of the Preston Partnership hopes the MET (Mobile Event Tent), will be ready for use from July.
The new pop up program will be on the former site of the Indoor Market Hall which was demolished and is being used as a temporary car park.
The MET will play a key role in encouraging people back into the city centre, generating economic activity, and providing work for local artists.
A planning application for the structure has been submitted to Preston City Council.
It will initially be situated on the site of the proposed Animate cinema and leisure development next to Preston Market with the ability to move it to other city centre locations when needed.
The cinema development is one of the projects that forms part of the wider Harris Quarter Investment Programme.
