Foster is wanted in connection with the offence and despite a number of previous appeals to find him, he remains outstanding.
Foster is described as white, 6ft 1in tall, of slim build with short, dark-brown hair. He is clean shaven and has a regional accent.
He has links to the Ribbleton, St Matthews, Callon and Avenham areas of Preston.

Officers have conducted exhaustive enquiries to find Foster and are continuing to appeal for information to find him. Det Con Sue Wilson, of Preston CID, said: “Foster knows he is wanted by police but has refused to come forward and speak to us.
“We believe he is living in and around the Preston area. It is possible he has told people he is staying with that he is no longer wanted – this is not the case.
“I would encourage anyone who has seen him or knows where he is staying to come forward immediately.”
