An activity centre with archery, bazooka ball, laser tag and more is planned for Turbary House Nursery in Whitestake.
Other planned activities include zorb games, airsoft, laser clay shooting, mini tanks and mini jeeps.
The development would consolidate current storage areas to create space for the activities, plus a petting zoo and caravan site.
A total of 27 touring caravan pitches are proposed, along with a toilet, showers and laundry building and a small play area.
The development would use the existing access point off Chainhouse Lane.
The application has been submitted on behalf of the Kenworthy family who own the site, which includes Turbary Woods Owl and Bird of Prey Sanctuary.
