Work is expected to start imminently on a new healthcare centre for Fulwood.
Plans have been approved for the three-storey building within the former Little Sisters of the Poor site.
Despite objections from 21 nearby residents the new healthcare centre from HSB Healthcare was given the go-ahead by councillors.
More than 25,000 patients could be registered at the surgery as it would combine five current doctors in the city at Lytham Road, Mediacom, Beech Drive, Moor Park and Drs Robb and Robb.
The centre would include an opticians, pharmacy, dentists and cafe.
More than 200 parking spaces would be on site and an improved entrance and exit in and off Garstang Road.

Cassidy + Ashton, who designed the scheme, said they are now working on detailed drawings.
It is understood HBS Healthcare wants to have the health centre operating by early 2021.
