Plungington 24-hour off licence allowed to keep its licence with stricter conditions

A 24-hour off licence in Plungington has been allowed to carry on trading – but the premises supervisor has been removed from his post.

Price Check in Plungington Road was under review after police lodged a catalogue of concerns with Preston City Council’s Licensing Department.

Price Check was granted a 24-hour licence in July last year on the condition sales between midnight and 7am were made through a serving hatch.

But during spot checks, the shop was found selling alcohol to underage teens and allowing customers into the shop during the hatch operating hours.

Customers were also seen buying single cans and drinking them on the wall opposite the shop.

At a meeting on March 8, the Licensing Sub-Committee reviewed the licence in light of the concerns and agreed to remove the designated premises supervisor from the licence and impose a number of new conditions to the premises licence.

As a result of the review:

  • The shop must operate a Challenge 25 policy, which includes regular staff training and tills which prompt ID checks.
  • Single cans must not be sold between midnight and 7am.
  • Anyone causing a nuisance or disturbance, or congregating outside the shop must not be sold alcohol.
  • There must be two members of staff on the premises including a personal licence holder.
  • Regular litter inspections will take place outside the shop.
