49 people were killed at two mosques in Christchurch and 20 people injured.
The Town Hall has shown its solidarity with New Zealand by lowering the flag.
Mayor of Preston councillor Trevor Hart said: “The whole of Preston sends its deepest condolences to the people of Christchurch, New Zealand following the horrifying terrorist attack.
“Our thoughts and prayers are with the families and friends of those affected by this tragedy.
“Any national instruction of a minute’s silence will, of course, be observed but in the meantime the Union Flag above the Town Hall will be flown at half-mast from today and over the weekend.”
