Emergency services were scrambled to Preston city centre after reports of a man threatening to jump from the Market Hall car park.
AdvertisementPreston Police closed a section of the Ringway at the junction with North Road heading through the city centre.
Traffic heading out of the city centre was not affected.
One motorist, who asked not to be named, said: “Someone sat on top of the market car park on the wrong side of the railing and police shut the road.
“They have shut the road going towards town but it was open for people to get out of town when I went though.”
The incident began shortly before 6pm on Tuesday (6 December). The man in question was talked down after more than an hour and is now receiving help.
Eyewitnesses said ambulance services and crews from Lancashire Fire and Rescue Services had also been called.
