The building, which includes the museum, art gallery, cafe and library, costs the city council around £1.4m per year to subsidise.
In light of the financial pressures on the Town Hall, which faces receiving no direct government funding by 2020, the city council appointed Jon Finch to oversee a ‘reimagining’ of the building.
