Lancashire County Council has invited firms to register their interest in creating the dual carriageway.
It will run from a new junction on the M55 through to the A583 at the Docks.
Funded by the City Deal – a £434 million investment in infrastructure in Preston and South Ribble – the road is vital for major new housing developments in the North West of the city.
Construction firms have until September 22 to register their interest via the county council website.
