Preston Police carried out a test purchasing scheme on Thursday night at eight premises across the city.
Premises in the city centre, Broadgate, St Georges and Deepdale were tested.
Six of them failed and a teenage volunteer from Preston Police Cadets was able to buy alcohol.
The premises which failed are in Harewood Road, Deepdale Road, Corporation Street, Fishergate and two premises failed in Fishergate Hill.
Two premises passed on Friargate, one of those being the Tesco Express shop.
Three fixed penalty notices for £90 were issued and two of the premises are attending Preston Police Station to speak with licensing officers.
