More flats are due to be created inside the Winckley Square conservation area.
At the back of number 10 and 11 Camden Place, owned by Lytham-based businessman Russell Flint, business premises would be converted into three self-contained flats.
The move follows continued pressure to bring empty premises back into use and increase the number of Prestonians living in Winckley Square.
Winckley Square is subject to a consultation at the moment ahead of a £1 million heritage lottery bid to restore the Square to its Georgian splendour.
Lancashire Police have asked for secure locking systems to be put in place and laminating of windows on the first floor to stop would-be burglarys looking in.
The plans for Camden Place are available to view on the city council website.
