A proposal to build up to 200 homes, a swimming pool and offices on countryside North of Preston will be the subject of a planning appeal.
Fox Strategic Land and Property Ltd have applied for permission to build on the former Ridings Depot to the north and south of Whittingham Road near Longridge.
It was refused by councillors in January 2012 and dismissed by the planning inspector in summer 2012 who said the impact on the Broughton crossroads and surrounding road network would be unacceptable.
With the re-submission of plans for the Broughton bypass, the work on the Broughton roundabout by Lancashire County Council and the CityDeal being signed for Preston the developers feel there is a need to create the development.
The plans submitted to the council will be debated at the planning committee on Monday 30 September at the Town Hall to show what decision councillors would have made.
Fox Strategic Planning appealed to the planning inspectorate because the council did not reach a decision on the plans within 13 weeks.
Council officers state in their report to the planning committee the scheme should be approved subject to a satisfactory Section 106 agreement – money for community facilities – being agreed.
