Police arrested a man out of a concern for welfare around 5pm on Friday (13 January).
Shoppers watched on as traffic built up in the city.
The incident took place out the front of the St George’s Shopping Centre.
Inspector Nigel Barraclough of Preston Police said: “We received a call from a member of the public concerned about the welfare of the driver.
“We located the driver in the Fishergate area and then ensured he was taken to a place to get medical help.
“There was nothing to suggest any kind of criminal activity and we were only concerned with the driver’s welfare.”
