Persimmon Homes have tabled a full planning application for land off D’Urton Lane.
They want to build 16 two bedroom, 49 three bedroom, 36 four bedroom and 17 five bedroom homes.
This is the second time the plans have been submitted, as they were thrown out in July by councillors.
A campaign led by cyclist called on the council to dismiss the plans due to their closeness to the Guild Wheel.
The cycle route is used by thousands of cyclists each month.
Planning documents from Charles Church Lancashire say these plans have been resubmitted following extensive consultation with Lancashire County Council highways officers.
It states: “The site as currently established does not provide adequate connectivity for pedestrian and cyclists.
“Following considerable consultation with the highways authority a solution has been designed to allow a shared surface principle running out of the site into the wider area.”
